COMMENTARY:
Morton H. Smith, Commentary on the Book of Church Order, 6th edition, 2007, p. 454.
Both fasting and times of thanksgiving are seen as proper occasions for worship. The Book here indicates the basic elements of worship that should be included, namely, prayers, psalms or hymns, Scripture reading and sermon.
